Good mulch does a lot more than look tidy.
Properly applied mulch holds moisture in the soil so your plants don't dry out as fast between waterings. It keeps weeds down by blocking light to the soil surface. And as it breaks down over time, it feeds the soil and improves its structure. On the Northern Beaches where soils are often sandy, that organic matter breaking down into the topsoil makes a real difference to how well your garden holds water through summer.
But it has to be done properly. Mulch piled up against tree trunks and stems causes rot. Mulch spread too thin doesn't suppress weeds. The wrong type of mulch can change your soil pH in ways you don't want. Keeping mulch clear of trunks and stems is one of those basics. Pile it up against the base and the stems go soft. I keep it pulled back so your plants stay healthy.

I clear and weed the beds first. Any plants that need pruning get pruned. Edges get cut. Then the mulch goes on at the right depth, kept away from plant stems, and spread evenly.
If your beds are full of weeds right now, mulching is the fastest way to get them under control without spraying chemicals. One good weed, then a proper layer of mulch, and you'll spend a fraction of the time weeding over the next few months.

The best time for a big mulch is usually autumn or early spring, but there's no bad time to get it done if your beds need it. If the soil is showing through and weeds are popping up everywhere, don't wait for the perfect season. Mulching Questions
It depends on the garden. For most beds I use a good quality hardwood or eucalyptus chip mulch. For native gardens, a finer native mulch works better. I'll recommend what suits your plants and soil.
About 50 to 75mm for most garden beds. Too thin and it won't suppress weeds. Too thick and it can stop water reaching the roots. I spread it at the right depth and keep it away from stems and trunks.
It won't stop every single weed, but it makes a massive difference. A proper layer of mulch blocks light to the soil, which stops most weed seeds from germinating. The odd one that comes through is easy to pull.
Mulch breaks down over about 12 months. Most gardens benefit from a top-up once a year. For regular clients I keep an eye on it and let you know when beds are getting thin.
